When i have done it in the past i tapped about knee high from the ground just so that i had some space to hang my 2 litre pop bottle up under my tubing.
I like to use a new piece of hose pipe and use a carpenters hand auger of the same diameter or slightly greater than the hose pipe, drilling up at a slight angle seems to help aswell.
If you have a maple tree near you they can also be tapped hence 'Maple syrup' the popular Canadian pancake topping.
You can start to tap as soon as your birch trees start to bud, this will vary timeline wise depending on where you live in the world.
